UGT exige la retirada del recorte presupuestario a las Universidades andaluzas
Desde que en FeSP UGT Andalucía tuvimos conocimiento del recorte que quería imponer el gobierno andaluz a las Universidades Públicas, nos opusimos a él con contundencia y denunciamos que era el primer paso para desmontar las Universidades Públicas y pasarlas a manos privadas.
En el comunicado fechado el día 26 de mayo, de 2020, ya anunciamos nuestras medidas que hemos ido cumpliendo, desde la denuncia pública en las redes y medios de comunicación, la exigencia de dimisión por faltar a la verdad de los Consejeros de Hacienda y de Universidades, las campañas aún en vigor de recogida de firmas en change.org y otra para presentar una queja al Defensor del Pueblo Andaluz, hasta las movilizaciones; hemos sido el primer Sindicato que anunciamos las movilizaciones contra el recorte y lo hemos cumplido, así hemos comenzado con las concentraciones el día 10 de junio en todas las Universidades de Andalucía.
Nuestra acción sindical ha llegado a la Junta de Andalucía y ha provocado que el Consejero de Economía y Universidades nos cite para hoy lunes, día 15 de junio, junto a las otras centrales sindicales mayoritarias. En la reunión le transmitiremos nuestra postura que seguirá siendo:
1. Retirada del recorte previsto de 135 millones de la financiación básica a las Universidades, por ser injustificado, desproporcionado y extraordinariamente lesivo para la sostenibilidad financiera del sistema universitario público de Andalucía.
2. No tratar de confundir a la opinión pública haciendo creer que se compensará con el uso de remanentes no afectados (los ahorros de las Universidades), y con la deuda contraída de años anteriores, que lo único que hacen es restar ahorro y presupuesto a las Universidades.
3. No se puede justificar el recorte al amparo de la crisis sanitaria, como una contribución al Fondo de Emergencia Social y Económica contra la COVID-19, haciendo que las Universidades contribuyan con 37,1% (los 135 millones más 125 millones procedentes del Plan Extraordinario de Infraestructuras, que hacen 260 millones de euros) para la financiación de dicho fondo, dotado con 700 millones de euros, cuando la participación de las Universidades en los presupuestos de la Junta de Andalucía es sólo del 3,5%.
4. Tampoco se puede justificar este recorte por la crisis sanitaria cuando el Gobierno del Estado ha anunciado una ayuda de 16.000 millones de euros a las Comunidades Autónomas, para afrontar las consecuencias económicas de esta crisis.
5. Este recorte, se ha llevado a cabo a través del art. 3.3 del Decreto-Ley 14/2020, de 27 de mayo, por el que se establecen con carácter extraordinario y urgente medidas para la reactivación del sector de la hostelería, restauración, ocio y esparcimiento, se adoptan las medidas de apoyo a las Entidades Locales necesarias para contribuir a la apertura de playas seguras y otras medidas económicas y tributarias, ante la situación de alerta sanitaria generada por el coronavirus (COVID-19), que curiosamente incluye también en su articulado una exención del 100% sobre la tasa que se debe abonar por las máquinas tragaperras.
6. FeSP UGT Andalucía exige que en lugar de detraer capacidad económica a las Universidades, lo que tiene que hacer el Gobierno Andaluz es apostar por la Universidad Pública, aumentando su presupuesto, como la mejor forma de corregir los desequilibrios producidos por la crisis sanitaria, facilitar la recuperación económica y la preparación de la sociedad para futuras pandemias, a través de la formación del personal sanitario, de la investigación, la innovación y la transferencia de los resultados a la sociedad
7. Este recorte afectará a los trabajadores universitarios y tienen que tratarlo mediante la Negociación Colectiva, a través de la Mesa de Negociación de Universidades de Andalucía, mientras que han hecho todo lo contrario, que ha sido dejarla inactiva por falta de convocatoria, exigimos la urgente reanudación de su trabajos para establecer el compromiso con los Acuerdos alcanzados en ella, el día 27 de febrero de 2018, y recuperar el Diálogo Social perdido.
Por todos estos motivos, FeSP UGT Andalucía exigirá la retirada del recorte previsto a las Universidades Públicas, el aumento de su financiación y la recuperación de la Mesa de Negociación de las Universidades de Andalucía.
